Samuel F. B. Morse is the Infrastructure Planning and Sustainment Execution Manager at the University of Rochester’s Laboratory for Laser Energetics. He is responsible for Laboratory space planning, new buildings, laboratory renovation plans, and a portfolio of activities that will collectively sustain the Omega Facility into the 2030s.
Morse joined the laboratory in 1983 as an optical engineer. During the 1980s, he made significant contributions to the evolution of the 24-beam OMEGA laser system, working on laser oscillators, aiding in the frequency conversion of OMEGA from infrared to ultraviolet, and managing the Laser Operations Group. From 1990 to 1995, he managed a large segment of the OMEGA Upgrade Project, which rebuilt the OMEGA laser into a 60-beam facility. For the remainder of the 1990s, Morse was the Laser Facility Manager, in charge of operational readiness and facility operation. He increased the formality of operations while continuing to orchestrate facility improvements.
After 2001, Morse’s efforts were redirected to executing the OMEGA EP addition to the Laboratory. He was Project Manager from inception to completion and, with support from the entire laboratory, the OMEGA EP project was completed in April 2008—on schedule and on budget. From 2008 to 2024, Morse was the Omega Facility Division Director, overseeing the operations team and scheduling on the facility.
Morse received a BS in Optics from the University of Rochester in 1983 and an MBA from the University of Rochester’s Simon School of Business in 1998.
